Bowman tallied 127 total tackles, 1 1/2 sacks and an interception in 15 games with the Raiders and 49ers in 2017.
San Francisco originally selected Bowman out of Penn State in the third round of the 2010 draft. He recorded 12 1/2 sacks and forced nine fumbles in 89 games with the 49ers before he was released in October 2017.
Bowman was a three-time Pro Bowl player and made the NFL All-Pro First-Team four times with San Francisco.
The Browns will face the Buccaneers in Week 7 action Sunday.
